MBV recognises the benefits of improved energy efficiency to the built environment.  We have been working with Sustainability Victoria to deliver training on the proposed energy efficiency changes. MBV will also host information nights about the changes in the NCC, including the Livable Housing Design Standard requirements. 

We have continued to advocate to DEWLP for our members for a transition plan that balances the changes and how the industry will incorporate the new NCC.    

Victorian Minister for Planning - Lizzie Blandthorn attended the Building Ministers Meeting, which oversees policy and regulatory issues affecting building and construction industries. After considering extensive input from key building industry and advocacy stakeholders, they have agreed that the changes to the NCC are important and that the building and construction industry is equipped to deliver these changes.  

The Ministers have agreed: 

  • The NCC will be available from 1 October 2022 
  • The NCC will commence on 1 May 2023 
  • A transition to October 2023 will be available for energy efficiency, condensation management and livable housing requirements.
